The Research Foundation for Mental Hygiene, Inc. is seeking one (1) qualified candidate to fill the full-time position of IT Project Manager.


The nation's leading local health department seeks an IT Project Manager to join its award-winning, innovative technology team in revolutionizing public health IT. The New York City Department of Health and Mental Hygiene (DOHMH) uses the latest technologies and enterprise wide application solutions in its groundbreaking work to promote and protect New Yorkers' health and improve DOHMH's business operations.


The Division of Informatics, Information Technology and Telecommunication is seeking an IT professional, working under the oversight of a director in close collaboration with the Division of Mental Hygiene to design, implement various web based computer systems or application for hand held devises for case management, program oversight and various needs for behavioral health population.


Job Description:


Under the direction of the Director, IT Strategy Project Management the identified candidate will support the Office of IT Strategy and Project Management.


This position encompasses technical and supervisory responsibilities for the design, implementation, enhancement, maintenance and analysis of software systems performed at varying levels of difficulty and with varying degrees of latitude for independent initiative and judgment.


The candidate will take ownership of delivering the application on time and on budget. Projects can be managed as a mix of waterfall and/or hybrid agile methodologies. The technology environment may include a COTS product or a custom-built .NET and/or Java web applications.


The candidate will be responsible for the entire life cycle of the project from intake to requirements, development to quality testing, user acceptance testing, implementation, and transition to product support. This candidate will work with a matrix-based team of staff from development, quality assurance, server administrators and where applicable, vendors or consultants. Business analysis and document requirements are also expected.


Job Duties:


  • Under general supervision, with considerable latitude for independent initiative and judgment, may supervise a unit or group of subordinate employees engaged in the design, implementation, enhancement and maintenance of either Database Management Systems, Operating Systems, Data Communications Systems, Applications and/or related software functions; or may perform work of complex, technical difficulty as an individual contributor on a major project.
  • Create and maintain a project plan, and associated project management documents such as the project charter, technical Assessment and lead meetings with stakeholders and drive action items to completion
  • Report progress and roadblocks in a timely manner to senior management.
  • Work closely with key stakeholders and business users to gather, understanding, and document requirements.
  • Work closely with developers to facilitate design sessions to ensure a strong technical and database design.
  • Work closely with quality assurance testers to ensure proper understanding of requirements and to review all defects.
  • Work closely with the Security officers to make sure the application is secured.
  • Maintain business rules documentation when there are change requests.
  • Lead user acceptance testing with end users.
  • Coordinate deployment of system go live and subsequent releases.


Minimum Requirements:


  1. A Masters degree in computer science from an accredited college and three years of progressively more responsible, full-time, satisfactory experience using information technology in computer applications programming. systems programming, computer systems development, data telecommunications, database administration, planning of data/information processing, user services, or area networks at least 18 months of this experience must have been in an administrative, managerial or executive capacity in the areas of computer applications programming, systems programming, data base administration, or planning of data processing or in the supervision of staff performing these duties; or
  2. A Baccalaureate degree from an accredited college including or supplemented by 24 semester credits in computer science or a related computer field and 5 years of satisfactory full-time computer software experience in computer systems development and analysis, applications programming, requirements gathering, and project management for large, complex IT applications, preferably in the health care industry or a related field.
  3. A four-year high school diploma or its educational equivalent and six years of satisfactory full-time computer software experience as described in "2" above.
  4. Working knowledge of SQl Server 2008 and up, modeling/ SSRS reporting; OLAP development; Performance Point.
  5. Experience of implementing Client/Server systems, Web applications, Windows Services, and Web Services using Microsoft TFS, Visual Studio.
  6. Working experience with VB.Net, C#.Net and Visual Studio to create Windows applications XML, including creating schemas and DTD*s ASP or ASP.Net with multi-tiered web applications.
  7. Strong ability to analyze user requirements and build front-end BI applications according to specifications.
  8. Strong understanding of relational database structures, theories, principles and practices
  9. Some experience as a Project Manager managing .NET and/or Java web based application using either waterfall or agile project management methods.
  10. Strong written and oral communication skills.
  11. Ability to proactively drive projects to completion and resolve issues.


Preferred Skills:


  1. Builds windows, screens, and reports using .Net technology and Microsoft Business Intelligence suit.
  2. Experience with Data processing flowcharting techniques.
  3. Exceptional analytical, conceptual, and problem-solving abilities.
  4. Good knowledge of applicable data privacy practices and laws.
  5. Strong presentation and interpersonal skills.
