The Research Foundation for Mental Hygiene, Inc. is seeking one (1) qualified candidate to fill the full-time position of Senior Mental Health Policy & Planning Analyst in the Bureau of Mental Health.

The Bureau of Mental Health in the Division of Mental Hygiene at the New York City Department of Health and Mental Hygiene (DOHMH) is responsible for mental health service delivery and planning for New York City residents with mental health needs. Through contracting directly with NYC service providers, the Bureau is responsible for procuring and managing over 400 treatment, rehabilitation, housing, case management, advocacy, critical ThriveNYC initiatives and the NYC START (Supportive Treatment and Recovery Team) and Assisted Outpatient Treatment programs with a total value of over $300 million. Bureau staff members are responsible for managing the development, implementation, and oversight of ongoing and new contracted mental health programs. Through these contracts and through its policy, planning and advocacy work, the Bureau seeks to provide services, resources and opportunities that promote mental health and wellness, and eliminate racial and other long-standing societal disparities by fostering community participation, acting early, and changing the culture around mental health using accurate, data-driven information to positively impact the community.

The Bureau of Mental Health seeks a Senior Policy and Planning Analyst to have a critical bureau leadership role to lead policy related research and analysis, policy development, connection to bureau strategic planning and strategic initiatives and direction, local services planning, community connections, and to contribute to innovative program development. Reporting to the Assistant Commissioner for Mental Health, this position will work in close collaboration with Bureau leadership, various program offices within the Bureau, other Bureaus in the Division of Mental Hygiene, the Department of Health and Mental Hygiene, as well as relevant internal and external stakeholders.

Job Duties and Responsibilities:

Reporting to the Assistant Commissioner of the Bureau of Mental Health, Senior Mental Health Policy & Planning Analyst will:  

  • Research policy and best practices on emerging trends in behavioral healthcare delivery and financing, legislative, and regulatory matters.
  • Guide policy strategy for the bureau to align with city, state and division goals, priorities and directives and develop recommendations to advance policy agendas with coordinated efforts to implement.
  • Manage and Perform policy analyses for the bureau including recommendations on legislation and regulations to guide Bureau policy positions, including Medicaid related issues.
  • Consult with program offices to address barriers to mental health service delivery and determine ways to implement policy changes related to the Bureau's priorities including by developing the Bureau's legislative and regulatory agendas
  • Prepare policy positions, opinions, memorandums, reports, and testimony for public hearings.
  • Draft Bureau responses to proposed federal, state and local legislation, regulations and other policy processes.
  • Act as the Bureau liaison in Divisional policy initiatives, meetings, public forums, State regulatory bodies and other relevant activities
  • Develop the annual Local Government Services Plan for Mental Health in collaboration with the Bureau's program offices and Divisional planning offices, and through support of the Community Services Board and related community engagement.
  • Manage inquiries from City Hall, Intergovernmental Affairs, Office of Management and Budget, etc regarding town halls, statuses of programs, budgets, hearings, etc.
  • Perform other assigned duties, as needed.

Minimum Requirements:

  1.  A Master's degree in Public Policy, Public Administration, Business Administration, Public Health or an equivalent graduate degree and three to five years of experience in policy analysis, policy development, health systems, mental health systems, health law, and/or health planning, preferably in public policy making and/or behavioral health related policy development and research.
  2.  Knowledge of healthcare reform, the mental health service system, Medicaid redesign, and the needs of underserved populations in the US would be highly advantageous.

Preferred Skills: 

  1. Excellent knowledge and/or professional experience in public policy making and/or behavioral health related policy development and research
  2. Strong project management skills
  3. Ability to work in a very fast paced environment and meet tight deadlines
  4. Ability to work independently
  5. The ability to work with multidisciplinary teams and easily adapt to multiple programmatic (Treatment, Rehabilitation, Housing, AOT, etc.) and/or functional areas (Administration, Budgeting, Intergovernmental Affairs, etc.).
  6. Excellent writing and presentation skills.
  7. Well versed in Microsoft Office.
