The Research Foundation for Mental Hygiene, Inc. is seeking one (1) qualified candidate to fill the position of Project Director to oversee the development of a new fee structure for OASAS-funded services focusing on residential treatment programs. This temporary position is funded through August 31, 2020.

Responsibilities include but are not limited to:

    • Develop a fee-based payment structure for residential treatment services operated by OASAS-certified and funded voluntary providers.
    • Determine the fiscal and programmatic impact of the proposed fee structure on the State and provider community.
    • Develop an implementation plan for the fee structure.
    • Meet with OASAS providers to discuss the recommended fees structure and implementation thereof.
    • Meet with OASAS Executive Staff to explain the methodology utilized and recommended rate structure/construct; and provide reports and updates to the OASAS Project Lead Team on project status and implementation.
    • Meet with other State agencies, including the Division of the Budget to provide an overview of the methodology utilization; recommended fee structure/construct; and fiscal and programmatic impact on the State and provider community.

Qualifications:

A Bachelor's degree is required with a minimum of 7 years of professional experience in financial management or budgeting; fee or rate development; comparative analysis; or a Master's degree or J.D. with 6 years of professional experienceas described above; or a Ph.D. with 5 years of experience as described above. Demonstrated ability to gather and analyze program and fiscal information and draw logical conclusions, ability to recognize the implications of present and projected resources in developing proposed payment structures.

Candidates should have strong, writing and oral communication skills; ability to work cooperatively with diverse stakeholders; and ability to work independently and as part of a team. Other qualifications include the ability to adapt to a fast-paced work environment with changing needs and priorities; and proficiency in Microsoft Excel or Access, Word, and PowerPoint. Candidates must possess a valid license to operate a motor vehicle in New York State at the time of appointment and continuously thereafter.Location:        1450 Western Avenue, Albany, NY 12203
