The Research Foundation for Mental Hygiene, Inc. is seeking one (1) qualified candidate to fill the full-time position of Director of Compliance.

The Office of the Agency Chief Contracting Officer is responsible for organizing and supervising the agency's contracting processes. The Office reviews and approves program requests for contracts and determines the appropriate solicitation methods. In addition, it manages vendor background clearances and liaises with the Mayor's Office of Contracts Services.

Job Duties and Responsibilities:

Reporting to the Assistant Agency Chief Contracting Officer of Compliance (AACCO), the Director of Compliance will:  

  • Support the AACCO in administering the agency's MWBE program, including P-card monitoring and reporting. The successful candidate will work with the AACCO to develop, execute and manage an agency-wide program to increase utilization of minority and women-owned businesses. Coordinate and attend networking and outreach events; work closely with the Mayor's Office of M/WBE, Mayor's Office of Contract Services, and the Department of Small Business Services to advance MWBE procurement policies; facilitate meetings with MWBE vendors to discuss and identify contract opportunities. 
  • Oversee the subcontractor approval process; ensure that all potential subcontractors are responsible, ensure that prime contractors enter their subcontractors and subcontractor payments into the Payee Information Portal (PIP); enter approved subcontractors into the Agency's internal procurement database.
  • Develop and maintain the Agency's Annual Local Law 63 Plan.  Work with Divisional Liaisons, Human Resources and the Office of Budget Administration to process Plan Worksheets and Determination Forms, as well as complete Cost Benefit Analyses, when needed.  Serve as the Agency's prime liaison to MOCS, OLR and the Law Department on all issues related to the Plan and any required cost benefit analyses.
  • Manage HIRE NYC contractual commitments on behalf of DOHMH. Work with HRA to promote awareness of the Public Assistance Hiring Commitment Rider among Contractors and in assisting Contractors to meet the requirement.  Consult with HRA, to assist in their determination, if the hires made by a Contractor qualify toward the Public Assistance Hiring Commitment program goals.  
  • Oversee Project Labor Agreement (PLA) activities, including agency and contractor requirements to ensure time submissions.
  • Oversee housing check processes to ensure compliance on DoHMH housing contracts; monitor inquiries and submission of vendor corrective action plans (CAPS) to address any violations.

Minimum Requirements:

  1. A baccalaureate degree from an accredited college and four years of full-time, satisfactory professional, technical or administrative experience in one or more of the following fields: program evaluation, contract negotiations/management, business or public administration, contract community relations, or related fields; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel performing work in program evaluation, contract negotiation/management, business or public administration; or
  2. A four year high school diploma, or its equivalent, and six years of full-time, professional, technical or administrative work experience in one or more of the fields cited above; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel as described in "1" above; or
  3. A satisfactory equivalent of education and experience as cited above. However, all candidates must have the eighteen months of administrative, managerial or executive experience or experience supervising professional personnel as described in "1" above.
  4. Knowledge of New York City's financial systems such as FMS and DOHMH's systems such as PECOS, BMS, CMS and OES.
  5. Demonstrated understanding and working knowledge of the NYC PPB Rules

  3. Superior oral and written communication and negotiation skills.
  4. Strong desk top computer application knowledge and skills.
