The Research Foundation for Mental Hygiene, Inc. is seeking qualified candidates for a full-time Application Oracle Database Administrator, Grade 30, to support statewide public mental health initiatives with the New York State Office of Mental Health Psychiatric Services and Clinical Knowledge Enhancement System (PSYCKES) team. PSYCKES is an award-winning web-based application designed to support quality improvement and clinical decision making, and is currently in use by over 400 provider agencies in New York State as well as state agencies, county governments, health homes and managed care organizations. The PSYCKES team manages several health information technologies supported statewide quality improvement projects and clinical implementation efforts, including training, technical assistance, and evaluation, and participates in requirement development and quality assurance activities.

The Application Oracle Database Administrator will assist the PSYCKES IT Team in operational and logical/application DBA support to both non-production and production Oracle database environments.

Responsibilities Include:

  • Configures and manages database maintenance, including backups, re-orgs., and any additional required maintenance stemming from proprietary application usage.
  • Participates in a rotation of a monthly data runs on PSYCKES summarization process, using PL/SQL packages and functions.
  • Represents database administration team in operational as well as project activities.
  • Viewed as the subject matter expert for the team on the proprietary application.
  • Works on complex problems where analysis of situations or data requires an in-depth evaluation of various factors.
  • Exercises judgement within broadly defined practices and policies in selecting methods, techniques and evaluation criterion for obtaining results.


  • Bachelor's Degree in Computer Science
  • 8+ years as an Oracle DBA in a Linux/Unix environment
  • PL/SQL and SQL coding, tuning and troubleshooting in 11g and 12c environments with Explain Plan analysis and optimization
  • Strong working knowledge of Oracle PL/SQL features for performance and new features launched with 11g and 12c
  • Expert in Oracle Real Application Clusters (RAC)
  • DBA level knowledge of Unix fundamentals and shell scripting
  • Expert in Resource Monitoring (CPU, memory, I/O, RAC/ASM, etc.) and using OEM.
  • Must have an understanding of AWR Reports
  • Performance Tuning; Diagnostic evaluation (ADDM, AWR, ASH)
  • Tuning (advisors, SQL tuning, indexing, partitions, etc.)

Preferred qualifications:

  • Oracle 11g/12c Certification a big plus
  • Preferable experience in a health or mental health setting with a good understanding of HIPAA data.
