The Research Foundation for Mental Hygiene, Inc. is seeking qualified candidates for a full-time Project Manager for Clinical Best Practices, Grade 25, to support statewide public mental health initiatives with the New York State Office of Mental Health Psychiatric Services and Clinical Knowledge Enhancement System (PSYCKES) team. PSYCKES is an award-winning web-based application designed to support quality improvement and clinical decision making, and is currently in use by over 400 provider agencies in New York State as well as state agencies, county governments, health homes and managed care organizations. The PSYCKES team manages several health information technology-supported statewide quality improvement projects and clinical implementation efforts, including training, technical assistance, and evaluation, and participates in requirement development and quality assurance activities.  


The Project Manager for Clinical Best Practices, in collaboration with the PSYCKES implementation team, will develop clinical best practice tools and training materials, coordinate input from academic and provider experts and stakeholders, and provide training and technical assistance for a statewide quality improvement initiative engaging outpatient behavioral health providers, managed care organizations, and hospital emergency departments, inpatient units, and outpatient programs. The specific aim of this initiative is to support providers to screen and implement clinical interventions for high risk clients, including clients at risk to themselves, risk to others, and at risk of high utilization of services. The overall goals of PSYCKES quality improvement projects are to foster data-driven quality improvement and clinical decision making and improve the safety, efficiency, and quality of mental health care in New York State.


The position requires a highly organized, self-motivated team player with excellent communication, analytical, writing and training skills, who relates well to a diverse group of providers, including senior executives, medical directors, clinicians, and administrators in organizations that deliver mental health services.

  1. Doctorate and two years of experience in an appropriate field, or a master's degree and three years of experience. Appropriate fields include: Public health, social sciences, services research, or a clinical degree.
  2. Demonstrated experience engaging mental health providers to facilitate programmatic change and quality improvement implementation;
  3. Experience in bringing large-scale complicated projects with multiple stakeholders to fruition;
  4. Experience developing training / educational materials for clinicians.
  5. Experience delivering training/ education programs to clinicians from different disciplines (physician, nursing, social work, and case managers) as well as program managers/ leadership and stakeholders;
  6. Excellent written and verbal communication, including experience presenting and facilitating meetings with large and diverse audiences;
  7. Competency in developing PowerPoint presentations and using Excel for basic tracking and data analysis.


Preferred Qualifications:

Health information technology implementation; working in teams and individually; academic research and presentation of findings.


Responsibilities include: 

  • Manage development and delivery of clinical best practice tools and training for a large scale statewide quality improvement collaborative, including webinars and in person trainings.  
  • Implement strategies to engage participating programs and to improve project performance. 
  • Provide consultation and technical assistance to participating programs. 
  • Participate in developing communication and outreach strategies and materials for clinicians, consumers, and other stakeholders.  
  • Develop and implement tools and procedures to monitor project progress and evaluate impact. 
  • Participate in evaluation activities, including site visits to high performing and low performing clinics, focus groups, and the production of documents which disseminate evaluation findings in the forms of presentations, management information reports, and scientific journals. 
  • Participate in application development meetings to refine and enhance the PSYCKES application based on user feedback, and other PSYCKES team activities.
