The Research Foundation for Mental Hygiene, Inc. has an opening for a full-time Administrator III for the Capital Finance Office at the New York State Office for People With Developmental Disabilities. The selected candidate will be part of a team responsible for analyzing capital funding proposals for new and existing residential and day program properties.



The candidate will support Capital Finance Services Unit/Real Property under the umbrella of the Division of Enterprise Solutions. The Capital Finance Services Unit is responsible for the  appropriate allocation of capital funding for the development and continued operation of 700 voluntary operated programs in New York State.  The candidate will assist in developing Prior Property Approval (PPAs) packages for new and existing voluntary operated day and residential program sites, including new development, relocations, conversions, lease renewals and rehabilitation projects. The candidate will interface with OPWDD Central Office, Regional staff and Voluntary Providers.


Duties will include:

  • Prepare Memoranda and Property Fiscal Summaries that approve capital funding for various capital projects
  • Implementation of the control procedures in compliance with established Guidelines, Thresholds and Caps
  • Confirmation of interest expenses/finance charges incurred on approved capital projects
  • Research and answer inquiries on unique issues that arise from the Regional Offices, Voluntary Providers and control agencies.
  • Draft procedures and recommendations for the field to guide local decision making.


Minimum Qualifications:

A Bachelor's degree is required. A successful candidate should possess outstanding interpersonal and writing skills, and have demonstrated experience in managing multiple tasks, planning and prioritizing to meet differing deadlines. The candidate should be proficient in Outlook, Word and Excel with an ability to learn new software programs. The candidate should be detail oriented, a team player, and responsive to feedback. An ability to comprehend multistep instructions and correctly interpret complicated policies and procedures is critical for success in the position. Preference will be given to individuals with an accounting background.
