The Research Foundation for Mental Hygiene, Inc. is seeking up seven (7) qualified candidates to fill the positions of Contract Manager to be part of an administrative team responsible for management of supplemental Substance Abuse Prevention and Treatment (SAPT) Block Grant funding in the Division of Outcome Management and System Information at the New York State Office of Addiction Services and Supports (OASAS). The initiative is funded by the Substance Abuse and Mental Health Services Administration (SAMHSA) and is designed to support expanded substance use disorder services in New York State.

Responsibilities include but are not limited to:

  • Writing, evaluating, negotiating and executing contracts covering a range of transactions;
  • Creating and maintaining relationships with fiscal agents representing sub-recipients and contractors;
  • Maintaining correspondence and documentation related to contracts to including monthly spenddown sheets;
  • Communicating and presenting information to stakeholders regarding contracts and payment process;
  • Review and verify the monthly vouchers submitted by sub-recipients and contractors for payment;
  • Monitoring contracts and moving forward with close-out, extension or renewal of contracts;
  • Problem-solving contract-related issues;
  • Participate in ongoing meetings with project staff and provide accurate status of contracts/vouchers.
  • Depending on training and technical assistance needs at the provider/region level, accompany project team on site visits at least once per year or more.

Minimum Qualifications:

  1. Six (6) years of fulltime experience in managing contracts and related budgets. Managing of contracts must include experience in one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution including securing signatory approval from control agencies; or monitoring and review of contract terms;
  2. Or, an associate's degree or 60 semester credit hours AND four years of the required experience described in #1;
  3. Or, a bachelor's degree AND two years of the required experience described in #1;
  4. Or, *a D. or master's degree may substitute for one year of specialized experience as noted above;
  5. Or, a Ph.D. may substitute for two years of specialized experience as noted above.

Preferred Qualifications:

  • Experience with New York State contracting and the New York Statewide Financial System.
  • Ability to adapt to a fast-paced work environment with changing needs and priorities.
  • Strong organizational, writing, oral communication, and interpersonal skills.
