Research Scientist II

Salary Grade 22


The Research Foundation is seeking a full-time Research Scientist in the NYS Office of Mental Health Office of Performance Measurement and Evaluation (OPME) focused on the evaluation of the NYS Children's System of Care (SOC) expansion. The SOC expansion is a 4-year project (2021-2024) funded by the Substance Abuse and Mental Health Services Administration (SAMHSA). Children's SOC is an ongoing project to develop and expand coordinated capacity to more effectively serve children with serious emotional disturbance (SED) and their families throughout NYS. The SOC evaluation is a mixed-method design and includes federal, state, and local reporting requirements, as well as diverse stakeholder input in the form of quality improvement, qualitative, and quantitative data collection activities.

The Research Scientist II will join a team of junior research scientists and work under the guidance of the OPME director and senior research scientists. The incumbent will be a key member of the team conducting the SOC evaluation, which includes communication with SOC sites and stakeholders, data collection, data tracking, data management, data analysis, Tableau visualization of data, as well as written reports of findings.

Candidates must have solid organizational and communication skills and the ability to work cooperatively with a wide variety of professional staff and as part of a technical team, as well as independently. Strong technical writing and presentation skills and the ability to translate technical methods and findings to lay audiences and in visualizations is also required.

Responsibilities include, but are not limited to:

  • Updates and coordination/participation in training meetings with evaluation participants and stakeholders on required evaluation activities;
  • Documentation of evaluation activities using work plans, databases, spreadsheets, and other computer applications as necessary;
  • Conduct qualitative and quantitative data collection, data management, data reporting, and statistical analysis
  • Support quality improvement projects including participation in meetings, data collection, analysis, and reporting on projects;
  • Support communication of evaluation progress and findings including drafting regular written and graphical summaries of evaluation activities and findings, Tableau reporting, SAMHSA quarterly data input, and project annual reports for internal and external publication.

Minimum Qualifications:

  • A Bachelor's degree and (3) years of professional research experience in an appropriate field; (or) a Master's degree in the appropriate field with (2) years of professional research experience. Appropriate fields include public health, epidemiology, biostatistics, economics, psychology, sociology, social work, data science, or a related social science field.
  • Knowledge of quantitative study design and statistical methods, qualitative and survey methods, and quality improvement strategies.
  • Strong analytic and programming skills, including experience with SAS /SQL or other quantitative statistical software, and manipulating large datasets and relational databases in a data warehouse environment.
  • Experience working with large data systems and relational databases, preferably in a data warehouse environment.
  • Experience with Tableau or other data visualization tools.
  • Proficient with Microsoft Office Suite including Access, Excel, Word and PowerPoint.
  • Must be fluent in the English language.

Preferred Qualifications:

  • Master's degree with (1) year of experience in both public and mental health care systems
  • Analytic experience with a large variety of populations, diseases, and program areas
  • Experience working on large program evaluations and experience with qualitative analysis.
  • Knowledge of survey software and Tableau.
