Mental Health Program Specialist Grade 18

Full Time Salary Rate: $56,566


The Research Foundation for Mental Hygiene, Inc. is seeking a qualified candidate to fill the full-time position of Mental Health Program Specialist at the New York State Office of Mental Health.


NYS OMH is seeking a Mental Health Program Specialist with Medicaid, managed care, or behavioral health experience to support the Office of Mental Health's behavioral health oversight initiatives. This opportunity encompasses program design, planning, policy, and implementation activities. The position will assist with interagency efforts and serve as a key part of the overall success of the implementation of the New York State behavioral health initiatives.


Minimum qualifications

Candidate must possess a bachelor's or higher degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education.

Candidate must be highly organized and able to work within deadline constraints. Proficiency in Excel, Word, and Power Point is required.


Preferred qualifications

Candidates with experience in behavioral health or public policy with expertise in health care transformation, New York State public health insurance programs, and/or behavioral health/health care policy are encouraged to apply.

Knowledge of healthcare reform policy, mental health services, and NYS state agencies overseeing managed care organizations is preferred.



Candidate will be responsible for developing, implementing, & evaluating initiatives designed to transform New York State's behavioral health service delivery system. Special emphasis will be placed on policy and program design including integration of behavioral health services in Medicaid Managed Care. Some travel within New York State is required. Specific duties include, but are not limited to, the following:

  1. Support the Division of Managed Care on a broad range of program development, implementation and evaluation activities related to the inclusion of behavioral health supports in the State's health care transformation initiatives.
  2. Evaluate Managed Care Organization compliance with behavioral health standards.
  3. Participate in inter-agency, multi-stakeholder project workgroups and committees, stakeholder orientation, training and technical assistance, the development of communication strategies and informational materials, and making presentations.
  4. Collaborate with staff from other divisions and agencies, as appropriate.
  5. Accept new responsibilities in response to the Office's evolving needs.
