The Research Foundation is seeking a qualified candidate to fill a full-time Research Scientist in the NYS Office of Mental Health Office of Performance Measurement and Evaluation on the evaluation of the New York State Children's System of Care (SOC) expansion funded by the Substance Abuse and Mental Health Services Administration (SAMHSA). Children's SOC is an ongoing program to develop and expand coordinated capacity to more effectively serve children with Serious Emotional Disturbance (SED) and their families throughout New York State. Under the direction of the Lead Evaluator and in conjunction with the evaluation team, the incumbent will be responsible for all evaluation activities including communication with SOC sites and stakeholders, data analysis, tracking and management, and dissemination of findings.


The duties of the Research include, but are not limited to, the following:

  • Maintain effective working relationships with SOC site providers, evaluation subcontractors, regional and state advisory bodies, and SOC project management team.
  • Develop project management and tracking methods including procedures, project plans, data bases, spreadsheets and other computer applications as necessary to support all evaluation activities.
  • Assist in development of evaluation designs including the selection and execution of appropriate quantitative and qualitative methodologies.
  • Implement data quality and data analytic activities including analytic plans, data analysis, data entry, data cleaning, file management and data tracking.
  • Coordinate SOC site quality improvement projects.
  • Prepare written and graphical summaries of findings and project activities for internal and external communications/ publication.  

Minimum Qualifications:

  • A Bachelor's degree and 2 years of professional research experience in an appropriate field or a Master's degree in the appropriate field with 1 year of professional research experience. Appropriate fields include Public Health, Epidemiology, Biostatistics, Economics, Psychology, Sociology, Social Work, Data Science or a related social science field.
  • Knowledge of quantitative study design and statistical methods, qualitative and survey methods, quality improvement strategies.
  • Strong analytic and programming skills, including experience with SAS /SQL or other quantitative statistical software.
  • At least 6 months experience working with large or complex data systems and relational databases preferably in a data warehouse environment.
  • Proficient with Microsoft Office suite including Access, Excel, Word and PowerPoint.
  • At least 6 months experience with Tableau or other data visualization tools.
  • Solid organizational and communication skills and the ability to work cooperatively with a wide variety of professional staff.
  • Strong technical writing skills and ability to translate technical methods and findings to lay audiences and in visualizations.
  • Fluency in the English language.
  • The ability to work independently and to work as part of a technical team.  


Preferred Qualifications:

The preferred candidate will have at least an MS degree and 1 year of experience in both public health and mental health care systems and analytic experience with a large variety of populations, diseases, and programs areas. Experience working on large program evaluations and experience with qualitative analysis is strongly preferred. Strong presentation skills and the ability to work with a wide variety of professional staff are necessary. Proficiency with SAS/SQL, and experience with manipulating large datasets and relational databases in a data warehouse environment is preferred. Knowledge of Survey Software and Tableau is also preferred.
