The Research Foundation for Mental Hygiene, Inc. is seeking one (1) exceptional, highly motivated, organized, and detail-oriented Procurement Coordinator to be assigned to the Office of the Agency Chief Contracting Officer. The Procurement Coordinator should have strong analytical and communication skills and the ability to multi-task.

RESPONSIBILITIES INCLUDE BUT ARE NOT LIMITED TO:

  • Manage a contract portfolio of non-competitive procurements, including, but not limited to amendments, renewals, discretionary, intergovernmental, and sole source contracts.
  • Ensure timely registration of contracts; accurately and efficiently manage procurement from time of assignment to registration stage. Inform supervisor of any delays or challenges.
  • Prepare various procurement documents, including Pre-Solicitation Review, Recommendation for Award, Recommendation for Renewal, Request for Contract Change or Modifications, Responsibility Determination, Public Hearing Packages, and other required documentation to support the procurement activities in accordance with the Procurement Policy Board Rules and the New York City Charter.
  • Utilize Agency (ConTrak) and Citywide Systems (HHS Accelerator, APT, PassPort, FMS) for updating, processing and approval of procurement documents and contract awards.
  • Communicate with vendors and program units including budget and legal units, to obtain required procurement documents, and review submitted documents for completion and compliance with procurement rules. Respond to inquiries and follow-up on outstanding issues.
  • Coordinate with oversight agencies for procurement approval.
  • Conduct vendor responsibility checks; analyze and address any adverse information found from online resources and the vendor background investigation.
  • Review and process registration packages using citywide systems to submit to the Comptroller's Office. Check systems to ensure availability of funding.
  • Participate in meetings concerning contract portfolio and provide accurate status of procurement actions.
  • Participate in agency meetings and trainings, as well as procurement-related classes.  
  • Assist vendors with account enrollment and changes in the City's financial and procurement systems.

MINIMUM QUALIFICATIONS

  1. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council of Higher Education Accreditation (CHEA), and six months of full-time, satisfactory professional, technical, or administrative experience in one or more of the following fields: program evaluation, contract negotiation/management, fiscal/financial management, or project management; OR
  2. A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and four years of full-time, satisfactory professional, technical, or administrative experience in one or more of the following fields: program evaluation, contract negotiation/management, fiscal/financial management, or project management; OR
  3. Education and or experience equivalent to "1" or "2" above.

PREFFERED QUALIFICATIONS:

  • Familiarity with APT, Passport, FMS, and HHS Accelerator systems
