The Research Foundation for Mental Hygiene, Inc. is seeking one (1) qualified candidate to fill the position of Contract Manager to assist the Principal Investigator and Project Director in the fiscal oversight of a State Targeted Response to the Opioid Crisis (Opioid STR) initiative at the New York State Office of Alcoholism and Substance Abuse Services (OASAS). The initiative is funded by the Substance Abuse and Mental Health Services Administration (SAMHSA). The OASAS implementation approach is to target 35 counties and several sub-populations across the State. There are approximately 75 sub-recipients and contractors. Funding for the position is guaranteed through April 30, 2019, but OASAS expects SAMHSA to approve an extension.

Responsibilities include but are not limited to:


  • Assist OASAS program staff with the development of procurement and contract documents and facilitate the process until successful selection of sub-recipients and contractors and contract executions.
  • Review and verify the monthly vouchers submitted by sub-recipients and contractors for payment.
  • Provide technical assistance to sub-recipients and contractors on payment processes.
  • Serve as the liaison with the fiscal agent (Research Foundation for Mental Hygiene, Inc.).
  • Participate in ongoing meetings with project staff and provide accurate status of contracts/vouchers.
  • Depending on training and technical assistance needs at the provider/region level, accompany project team on site visits at least once per year or more.


  1. Either six years of fulltime experience in managing contracts and related budgets. The managing of contracts must have included experience in one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution including securing signature approval from control agencies; or monitoring and review of contract terms;
  2. Or, an associate's degree or 60 semester credit hours AND four years of the required experience described in #1;
  3. Or, a bachelor's degree AND two years of the required experience described in #1;
  4. Or, a master's degree or a law degree AND one year of the required experience described in #1.
  5. Ability to adapt to a fast-paced work environment with changing needs and priorities.
  6. Strong organizational, writing, oral communication, and interpersonal skills.
