The Research Foundation for Mental Hygiene, Inc. is seeking one (1) qualified candidate to fill the full-time position of Program Evaluation Specialist in the Office of Program Review and Evaluation (OPRE) within the Division of Mental Hygiene. The position will be located at the Department of Health and Mental Hygiene's Gotham Center in Long Island City, New York.

The Mental Hygiene Division of the New York City Department of Health and Mental Hygiene is responsible for policy, programs, and provider oversight related to mental health; alcohol and drug use; developmental delays and disabilities; and early intervention services. The work of the Division is informed by the goals of improving clinical and rehabilitative services; integrating mental health, substance use, and primary care; promoting healthy childhood development; reducing racial/ethnic and socioeconomic health inequalities; and promoting recovery.

The Office of Program Review and Evaluation (OPRE) is responsible for the Division of Mental Hygiene's centralized program evaluation and reporting system that generates data and reports to inform and support performance monitoring of contracted mental hygiene services programs. OPRE conducts program evaluation visits to agencies that provide mental health, chemical dependence, and developmental disability services.

The Program Evaluation Specialist will be responsible for evaluating programs that are in contract with the Department of Health and Mental Hygiene and for leading, assisting or coordinating projects requiring advanced data management, data analysis and reporting skills.

Job Duties and Responsibilities:

Reporting to the Deputy Director, OPRE, the Program Evaluation Specialist will:

  • Evaluate programs providing mental hygiene services to help ensure quality of services and contract compliance.
  • Conduct site visits throughout New York City to evaluate programs providing mental health, alcohol and drug use, and developmental disability services.
  • Document, summarize and report on evaluation findings and prepare comprehensive program evaluation reports.
  • Serve as a member of an inter-disciplinary team that develops and refines program audit standards and requirements, assessment instruments and protocols.
  • Review corrective action plans submitted by providers.
  • Participate in and/or represent the office at intra-departmental meetings or projects.
  • Undertake or participate in specials projects to evaluate and improve quality of services
  • Commensurate with experience, lead or assist with projects evaluating treatment or clinic programs
  • Commensurate with experience, undertake or assist with projects requiring strong data management and analysis skills
  • Participate in agency-wide required activities for emergency preparedness

Minimum Requirements:

  1. Master's degree in Social Work, or a Master's, Ph.D. or Psy.D. degree in clinical psychology, or other equivalent graduate degree;
  2. Three (3) years of experience working in a mental health, alcohol and drug use, or developmental disability services setting
  3. Experience reviewing the quality of clinical or client case  records
  4. Excellent writing, oral and interpersonal skills and basic computer skills
  5. Familiarity and work experience with a variety of program types and program settings providing direct services to people with behavioral health conditions
  6. Knowledge and experience working in a mental health treatment setting and/or with case management or care coordination services supporting the needs of people with serious mental illness or other behavioral health conditions desirable

Preferred Skills:

  • Proficiency in conducting interviews or surveys, including recording and organizing data and information, and reporting findings
  • Experience working in a multi-disciplinary team environment.
  • Knowledge of and ability to research literature and summarize best and evidenced-based practices relevant to mental hygiene service areas
  • Proficiency in Microsoft Office including Word, Excel and PowerPoint
  • Experience conducting quality assurance and quality improvement activities desirable
